The Collapse of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are delivered from different nations. Significant resources is devoted on restraining specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track rocket firings from Russian territory, a capability provided through up-to-date information. From observation points, military aircraft that had been dispatched to counter approaching cruise missiles flew past – modern combat jets provided to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, presumably provided by Western nations. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly transforms into grim resignation: perhaps the hostile projectile won't hit its mark this time, preventing destruction from devastation and additional electricity failures.

Persistent Threats

Soon after, a large-caliber weapon engaged a unmanned aircraft close by, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its objective.

Intermittently, this continued until dawn. Kyiv greeted the early updates: seven people killed, devastation and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a dependence that European nations are demonstrably unable to substitute in the immediate future.

Failed Diplomacy

The detailed framework from US administration provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new approach from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This cycle will, no doubt, endure.

Strategic Calculations

It is easy to blame specific actors of consistently pushing Russian terms. But that does not seem to be the whole story. American leadership functions according to a principle well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House believes that it is unrealistic to force Russia to abandon the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, Washington does minimal to discourage Russia, through statements or actions, from thinking that the status quo will not evolve additionally in its favour in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but avoiding a entire defensive failure until circumstances change in its favour.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: political desires to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains very improbable that this will modify their basic position.

These two forces are driving the talks.

Summary and Prospects

It took a only one week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.

While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on ongoing international assistance.
